Committee of Practitioners
The Committee of Practitioners is comprised of representatives from local educational agencies, administrators, teachers, principals, parents, school board members, representatives of private school children, paraprofessionals and charter school leaders. This Committee is required by law to advise the Missouri Department of Elementary and Secondary Education on federal program issues associated with the Elementary and Secondary Education Act of 1964 (ESEA) as amended by the Every Student Succeeds Act of 2015 (ESSA).

Online Registration:
Registration is now open! Please view and/or print the online registration brochure and select the sessions you would like to attend prior to beginning online registration. A confirmation email for your registration and session selections will be sent to you immediately after completion of the online registration. If you do not receive a confirmation email or have questions about registration, please contact Tammy Bagley at 573-881-4849 or tammy@custommeetingplanners.com.
Registration Fees:
If your online registration is received on or before Oct. 30, you will receive the early registration rate of $250. If your registration is received after Oct. 30, your registration rate will be $300. The on-site registration rate will be $350. Registration will close when maximum capacity is reached (or at 5:00 p.m. on Nov. 8). Any registration received after this date will be considered an on-site registration.
Payment of Registration Fees:
Payment of fees may be made by credit card, purchase order, or check. A purchase order must be emailed within five business days of receipt of the online registration confirmation to Tammy Bagley. If you prefer to pay by check, your check must be received within five business days of your confirmed online registration. Make checks payable to Custom Meeting Planners. Refund Policy:
Registration fees may be refunded (minus a $25 administrative fee) if a written request is received no later than Oct. 30. Please send your request by email to Tammy Bagley. If your cancellation notice is received before any registration fees have been paid, your invoice will be adjusted to reflect the administrative fee. No refunds will be authorized after this date, but substitutions will be permitted.
Lodging Information:
A block of rooms at the discounted rate of $108.15 per night has been reserved for attendees of the conference who wish to stay on the property of Tan-Tar-A Conference Center. A tax exemption letter must be provided to the hotel in order to receive this rate. The rate is available until October 16, 2023, based on availability. To make your reservation, call 800-826-8272 and identify yourself as an attendee of the Federal Programs Conference, or reservations can be made online. Select your arrival and departure dates, confirm the number of overnight guests, and then click on Check Availability. Be sure to make your hotel reservation early!

Browser Standard for DESE’s Online Applications
School district personnel must register to receive a user id and a password in order to access various online application/reporting programs. Anyone may access online application through "Public Applications" without a user ID or password. Public Applications are for viewing only.
For forgotten or unknown user ids/passwords, send your questions to dsm@dese.mo.gov or fax to Security Administrator, 573-526-4125. Please provide your name, school district name, and county-district code with your request.
For additional help you may contact your Federal Programs Supervisor.
Step 1:
- Go to the DESE Application Sign-In (DAS), formerly known as Web Applications.
Step 2:
- When logging in, make sure to use all lower case letters.
- Type in your USER ID that has been assigned to you.
- Type in your password (up to 10 characters that a district representative has selected).
- Use mouse to click on the "LOGIN" Button.
Step 3:
- The "DESE Web Applications" Page is displayed.
