Missouri's ESSA Consolidated State Plan

The Every Student Succeeds Act (ESSA) is designed to ensure that all students have a significant opportunity to have a fair and equitable high-quality education and to close educational achievement gaps. These programs provide assistance to rural- and low-income schools and services to students who are migrants, at-risk (including neglected and delinquent), homeless and English learners. In addition, the programs provide assistance to 21st Century Learning Centers and professional development for teachers and leaders.

By design, Missouri's ESSA plan outlines only a portion of the state's system for school improvement. The Missouri School Improvement Plan (MSIP) is the accountability measure of school improvement in the state, and ESSA is a component of that effort. Missouri is well-positioned to lead the nation on student success through our own homegrown systems. By taking additional time to gather feedback and establish our vision for education in Missouri, we hope to create a high-quality plan that meets the needs of all children.

    This plan reflects changes to the plan originally approved by the U.S. Department of Education. Stakeholders can comment on proposed revisions until December 20, 2023. Comments may be submitted to dese.essa@dese.mo.gov.

  • Read Missouri's ESSA Plan  (March 4, 2019)
    The plan dated March 4, 2019 does not reflect a change in content to the plan.  It removes the redline changes submitted to the U.S. Department of Education based on their 2019 approval of the required amendments regarding Disproportionate Rates.

Approved Plan

The U.S. Department of Education has approved Missouri’s state plan for public education under the Every Student Succeeds Act (ESSA). Missouri’s plan is a commitment to ensure that all students have equitable access to high-quality education to help prepare them for success in school and in life. Implementation of the major portion of the plan will begin in fall 2018.

The plan supports the state’s strategic priorities, the foremost of which is that all Missouri students will graduate ready for success. To help reach that goal, the Department of Elementary and Secondary Education (DESE) has outlined strategies addressing access, opportunity and equity, as well as support and development for teachers and leaders.

“We greatly appreciate the feedback we received from educators, business leaders, lawmakers, parents and students about what matters most in education,” said Dr. Roger Dorson, interim commissioner of elementary and secondary education. “Missouri is positioned to lead the nation through our own state-developed accountability systems.”

  • June 15 - July 15, 2017: Public comment period
  • July 15 - August 1, 2017: Reaction and revision period
  • August 2017: ESSA summary of public comments posted
  • August 1 - August 31, 2017: Gubernatorial consultation
  • September 13, 2017: ESSA plan submitted
  • December 19, 2017: U.S. Department of Education revisions requested
  • January 4, 2018: DESE submitted final revisions
  • January 16, 2018: U.S. Secretary of Education Betsy DeVos approves final revisions
