The MOA State Plan outlines the longstanding commitment and ongoing effort of U.S. Department of Education Office for Civil Rights (OCR) and Office of Career, Technical, and Adult Education (OCTAE) to ensure that all students in the State of Missouri, regardless of race, color, national origin, sex, or disability have equal access and opportunities to succeed in CTE programs and learn necessary skills that can lead to gainful and meaningful employment.
