Order of Rulemaking to Amend the Part B State Plan - Changes Proposed in September 2025

The Office of Special Education, DESE proposed changes to the state plan/regulations implementing Part B of IDEA in September 2025. The proposed changes listed below were available for inspection until November 16, 2025. Written public comments on the proposed changes were solicited from September 18, 2025, to close of business on October 17, 2025. Public hearings were via by webinar on October 3 and October 14, 2025. A SELS message will be sent when the changes become effective.
