Revision of Child Care Licensing Rules (Executive Order 25-15)
In the spring of 2025 Missouri launched a major effort to review and revise its child care licensing rules. As part of that effort, the Department invited providers, caregivers, and other community stakeholders to participate in a statewide survey about the current rules and what changes might be needed.
More than 900 people responded, representing all parts of the state, every type of child care program, and a wide range of experience in the field. Their feedback offers a clear picture of how Missouri’s licensing system is working today and where it needs to improve.
The survey results show that those caring for Missouri’s children care about the rules put in place to keep them safe and wish to work with groups like the Office of Childhood to make sure those rules are clear, simple, and realistic. Child care providers across the state called for clearer expectations, less paperwork, streamlined steps, and more flexibility for the unique needs of each program. At the same time, they affirmed the importance of health, safety, and professional standards.
