SERVICE OR PROGRAM: Special Milk Program
AUTHORITY: Federal: Child Nutrition Act of 1966, as amended
SERVICE OR PROGRAM DESCRIPTION: The program makes milk available to school children at a reasonable price per half pint, or at option of LEA, free. Schools electing to serve milk free to eligible needy children must adopt the Special Milk Program, Free Milk Option, Policy Statement.
ELIGIBLE RECIPIENTS OR PARTICIPANTS: All children enrolled in public or nonprofit non-public schools of high school grade or under that do not participate in the NSLP or SBP, and children enrolled in split-session kindergarten and are able to participate.
FUNDING OR GRANTS AVAILABLE: Funding is in the form of reimbursement based on the assigned rate per half pint of milk served to children. If schools elect to serve milk free to eligible needy children, such milk is reimbursed at the average daily cost per half pint.
MAXIMUM ALLOWABLE MARK UP: The charge to children per one-half pint should be set at a level so that the charge to the child, plus the reimbursement, does not exceed the dairy cost by more than 9 cents.

ACCESS PROCEDURES: The Department provides schools with the necessary application-agreement forms via the Web in August. Application Renewal should be submitted by September 1, but not later than September 15.
