Welcome to the State of Missouri’s SPP/APR stakeholder information page. The Individuals with Disabilities Education Act of 2004 (IDEA) established the State Performance Plan (SPP) which is a series of special education “indicators” that measure the state’s and each LEA’s services and results for students with disabilities.
The Office of Special Education works with stakeholders to set annual targets, or goals, for how the state and LEAs should perform on these indicators. Use the following information to become familiar with the indicators.

- Indicator 11: Child Find
Indicator 11: Percent of children evaluated within 60 days of parental consent or state timeframe. In Missouri our current target is 100%. This indicator does not need a new target set.
- Indicator 12: Early Childhood Transition
Indicator 12: Percent of children found Part B eligible with IEP implemented by 3rd birthday. In Missouri our current target is 100%. This indicator does not need a new target set.
- Indicator 13: Secondary Transition
Indicator 13: Percent of youth ages 16+ with measurable, annually updated IEP goals and appropriate transition assessment, services, and courses. In Missouri our current target is 100%. This indicator does not need a new target set.
- Indicator 14: Post School Outcomes
Indicator 14: Percent of youth with IEPs, no longer in school, (A) Enrolled in higher education; (B) Enrolled in higher education or competitively employed; (C) Enrolled in higher education, other postsecondary education, or training program or competitively employed or in some other employment, within one year of leaving high school.

Indicator 15: Percent of hearing requests that went to resolution sessions that were resolved through resolution session settlement agreements.

- Indicator 17: State Systemic Improvement Plan (SSIP)
Indicator 17: The SPP (State Performance Plans) and the APR (Annual Performance Reports) includes comprehensive, ambitious, achievable, multi-year SSIP, with Phase I analysis, Phase II plan, Phase III implementation and evaluation, with stakeholder engagement in all phases, for improving results for children with disabilities.

The Individuals with Disabilities Education Act (IDEA) Part B program receives 100% percent of its funding through a grant from the U.S. Department of Education. For Federal Fiscal Year 2020, the total amount of grant funds awarded was $249,941,500.
