To fulfill the federal requirement created in Elementary and Secondary Education Act of 1965 Per-pupil expenditures, the Missouri Department of Elementary and Secondary Education (DESE) is requiring additional elements to be reported by districts and charter schools starting July 1, 2018, for FY 2019 and all years following. These items will be collected on the Annual Secretary of the Board Report (ASBR).
Calculation of State Transportation Aid Simulator.
The Transportation State Aid Summary data can be located on the Missouri Consolidated Data System Portal (MCDS). Select the following link, click on Reports and Resources at the top of the page, scroll down to the bottom of the page to the section entitled "School Finance Data”, and then select “Transportation State Aid Summary".

The Missouri State Transportation Aid Document Preparation Manual provides guidance in the preparation and submission of transportation reporting documents required by the State Board of Education for the calculation of state transportation aid.
Statute 167.020, of the Revised Statutes of Missouri (RSMo), states that a child is entitled to attend school where the child resides and is domiciled, and that "the domicile of the minor child shall be the domicile of the parent or court-appointed legal guardian..."
