Do we need to wait 15 school days to report the student as a stopout?

If a student left and we didn't get a request for records, but another school says they started school with them this year, do we change them from dropout to stopout?

I have a student that dropped in May. We reported him as a dropout in June but he returned this fall. Do I use the stopout codes?

A student was suspended in March but returned before the fall count day. How do we report them?
