I have done follow-up on students and two have been at OTC both fall and spring semester but are still not on the NSC Report. Also no private schools are showing up. This is causing a warning because the threshold for "matching" is too high. Is there an appeal to file?

As long as the higher education institution is reported in the comment field, then an adjustment may be made to an exceeded threshold.
