State Board Grants Additional Authority for Normandy Board

The Joint Executive Governing Board (JEGB) of the Normandy Schools Collaborative (NSC) will assume increased authority over the evaluation, hiring and discipline of personnel and the ongoing implementation of the NSC Accountability Plan. The State Board of Education approved the operational changes at its meeting in Branson.

Members of the JEGB accepted the proposed changes last month.

“We are pleased to see the JEGB take on greater autonomy,” said Commissioner of Education Chris Nicastro. “This will allow quicker action to support teachers in the NSC as they strive to improve student learning. There are still areas of concern within the district, and the Department will continue to provide support, training and other assistance as necessary.”

The JEGB will continue to be held accountable for improved performance in the district and will be required to submit quarterly status reports to the State Board about progress toward achieving the goals set forth in the NSC Accountability Plan. The Department will continue to provide any needed support to the JEGB upon request. The Department will also retain financial oversight of the NSC, consistent with Department practice for all districts in financial stress.

Monthly meetings with the JEGB, NSC administration and the Regional School Improvement Team will continue.

The JEGB was established earlier in 2014 as part of the new Normandy Schools Collaborative, a state oversight district. The NSC Accountability Plan was developed as a way to end decades of underperformance in Normandy. The plan is consistent with the primary goal of Missouri’s Top 10 by 20 initiative: all Missouri students will graduate college and career ready.
