Missouri-Specific Definitions for Title II Data Submission
Alternative Route - A teacher preparation pathway that is intended to serve, and primarily serves, candidates that are the teacher of record in the classroom while participating in the route. Programs that are not designed to support teachers of record, but that occasionally have candidates hired by school districts before program completion, should not be assigned this designation.
Enrolled Student - Individuals who–on the day the data are collected–are engaged in a DESE-approved program leading to some sort of educator certification in Missouri. In many cases, a student becomes an enrollee upon declaring a particular major. However, participation in a certification program may also be associated with a minor, an endorsement, a certificate, or acceptance into a graduate program.
Typically, the Office of the Registrar has some code-based method for tracking these students. It is DESE’s intent to capture enrollees at an early point in their programs, so EPPs should not wait until students have been formally accepted into a program to count them as enrollees.
Examples of enrolled students include, but are not limited to
- A student who has declared herself to be an Elementary Education major
- A student who is a Chemistry major but has also completed paperwork to add an endorsement in teaching
- A student who has been accepted into a graduate program that will lead to certification in Middle School Math
- A student participating in a Registered Teacher Apprenticeship
- A student in a master’s program leading to certification as a principal
Examples of people who should not be considered enrolled student
- Students who are taking a course in an education program but have not yet decided to join the program (e.g. declare the major)
- Students who are taking a course while on a Temporary Authorization Certification.
