Department of Elementary and Secondary Education to File a Revised Version of MSIP 6 Proposed Rule

The State Board of Education approved a request to file a revised version of the proposed rule relating to the Missouri School Improvement Program (MSIP) 6. The Department received nearly 1,500 comments during the August 2019 comment period that resulted in multiple revisions. The previous proposed rule will be withdrawn and a new proposed rule will be filed. The major changes to the new proposed rule include:

  • Including all performance measures in Effective Teaching and Learning
  • Moving one Equity and Access Standard to Culture and Climate
  • Redistributing items within the Equity and Access section into other domains
  • Designating Standards for measurement

“We appreciate the effort put forth by Missourians during the first comment period and look forward to receiving additional feedback during this period,” said Assistant Commissioner Chris Neale. “This allows us to approach all work through an equity-focused lens and permit proper feedback and discussions with citizens.”

The revised proposed rule has a new number, 5 CSR  20-100.125, and will be published in the December 16, 2019, issue of the Missouri Register. The comment period for the new proposed rule will run from Dec. 16, 2019, through Jan. 15, 2020.

Comments will be accepted via the DESE website beginning Dec. 16, 2019.
