The Workforce Innovation and Opportunity Act (WIOA) was signed into law on July 22, 2014 and included regulations impacting services to people with disabilities. Included in the law is a section pertaining to subminimum wage employment, which requires all individuals earning subminimum wage in a 14c facility (sheltered workshop) to receive the following services:

  • Career counseling and information and referral to federal and state programs and other resources in the individual’s geographic area that offer employment-related services and supports designed to enable the individual to explore, discover, experience, and attain competitive integrated employment
  • Information about self-advocacy, self-determination, and peer mentoring training opportunities available in the individual’s geographic area

These services are provided at each 14c facility in the summer and in the fall/winter. Individuals must receive career counseling and information and referral twice (every 6 months) in their first year of employment and annually thereafter. Missouri Vocational Rehabilitation or their representatives schedule and conduct these sessions in coordination with the 14c facility. Participants receive a certificate of attendance, as well as resources specific to their geographic regions.
