The U.S. Department of Education issued Title I – CEP Guidance in January 2014
With the passage of the Healthy, Hunger-Free Kids Act of 2010, the National School Lunch Program (NSLP) now includes a new universal meal program, the Community Eligibility Provision, which is being phased in over several years by the U.S. Department of Agriculture (USDA).
Although the USDA, and not the U.S. Department of Education (ED), administers the NSLP, there is a connection between Community Eligibility and programs operated under Title I, Part A because State education agencies (SEAs) and LEAs use NSLP data to carry out certain Title I requirements such as within-state allocations, within-district allocations, equitable services to eligible private school students and accountability. The purpose of this guidance is to show how SEAs and LEAs can successfully implement Title I requirements using NSLP data that incorporate Community Eligibility.

New OMB Super Circular
The Office of Management and Budget (OMB) issued their new Super Circular December 26, 2013. The Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards affects all federal grants, including ESEA/NCLB grants. Administrative requirements and cost principles will apply to new awards and to additional funding made after December 26, 2014.
The Department will review the impact and update LEAs on changes.
