Future Issues for Foundation Formula Phase-In

Dr. Ron Lankford, deputy commissioner, Division of Financial and Administrative Services, presents information about the Foundation Formula, which is Missouri's primary method of distributing money to public schools.

In this recorded webinar, Dr. Lankford takes viewers through the design and implementation of the Foundation Formula, which was most recently adopted in 2006.  The Foundation Formula was designed to be phased in over seven years beginning in 2006-07.  With the current economic situation, however, he identifies issues that could arise with continuing the scheduled phase-in without the ability to fully fund the formula.

Dr. Lankford presented this information to the State Board of Education at its Oct. 22 meeting

About the Foundation Formula:

Although school districts receive funding for different programs from different sources (local, state and federal), the Foundation Formula is the major source of basic state support for public schools. Currently, Missouri school districts receive more than $3 billion per year through the formula. Created by state law, the formula is a complex mechanism based on several factors: student attendance; local property tax rates; the proportion of students in a district who are disadvantaged or need special education; if the school district provides summer school; and others. Funds received through the Foundation Formula must be used primarily to pay teachers’ salaries in the school district.
