The FY14 Public Placement Fund (PPF) manual and application are posted on the Special Education Finance webpage at  The PPF provides reimbursement for educating both IEP and non-IEP students placed within a non-domicile district by the Division of Family Services (DFS)/Children’s Division (CD), the Department of Mental Health (DMH), the Division of Youth Services (DYS), or a Court of Competent Jurisdiction. Funding is available when the educational costs of these students exceed the revenues received by the serving district. This is an OPTIONAL application.


Applications and supporting cost documentation for services provided during the 2012-13 school year must be submitted electronically via email as an attachment to by October 31, 2013 to be eligible for reimbursement.  Districts will be sent a receipt confirmation by email.  Please keep this email for your records. 


Please note that students should NOT be claimed on the both the High Need Fund (HNF) and Public Placement Fund applications in the same year.
