Subject: FY13 Special Education Part B Entitlement Final Expenditure Report (FER) Now Open

The 2012-13 Special Education Part B Entitlement FER is now available for data entry and due on or before September 30, 2013.  The FER grid should include expenditures for all payments through September 30, 2013, that were obligated prior to June 30, 2013.  For step-by-step instructions on completing and submitting the FY13 Part B FER, please review the ePeGs Final Expenditure Report Training Guide FY13 located at

Remaining unexpended Part B funds from the FY13 grant may be carried over and expended in 2013-14.  However, in order for carryover funds to appear in 2013-14, the district must amend their FY14 Part B Budget Application once the FY13 Part B FER is approved.

Please note that Maintenance of Effort (MOE) for 2012-13 can only include non-federal special education expenditures from July 1, 2012 through June 30, 2013.   

Please be sure the FY13 Part B FER is accurate and accounts for all special education expenditures before it is submitted as there will be no FY13 Part B FER revisions allowed unless there is an audit/monitoring finding or an error in the ePeGs system that directly affects the FER.
