The TOP (Transition Outcomes Project) model is research-based and assists school districts in meeting transition service requirements of the Individuals with Disabilities Education Act (IDEA).  It provides specific training and resource materials on the post-secondary transition process for educators, administrators, adult agency personnel, and students.

Implementation of TOP is one of Missouri's improvement activities for State Performance Plan (SPP) Indicator 13 (post-secondary transition goals/checklist) through the use of IEP reviews, collecting baseline data, the establishment of targets and strategies, and improving graduation rates and post-school outcomes of students with disabilities.  This researched-based model is currently being used in 27 states and territories.  All districts are encouraged to participate in TOP for the 2010-11 school year.  Districts will be provided with introductory training and ongoing technical assistance through the Regional Professional Development Center (RPDC) consultants and Dr. Ed O'Leary.  The trainings will be arranged at the regional level.  Please contact your RPDC consultants for details concerning training dates.
