The deadline for amending the FY13 Part B budget application is April 30, 2013.  Districts should ensure the budget application reflects all planned expenditures for the remainder of the year because districts can not submit a Final Expenditure Report (FER) if 1) there are no funds budgeted in the function/object for which an expenditure occurred, 2) there is more than a 10% discrepancy (of the grand total) in the amount expended compared to the amount budgeted per function/object, or 3) set-aside amounts, such as proportionate share, have not pulled over from the prior year FER into the FY13 budget application.  Therefore, it is recommended the district review the current FY13 budget application carefully to make certain funds are budgeted in each function/object where expenditures are planned, the budgeted amount is as accurate as possible, and that any proportionate share funds and/or carry-over amounts pulled into the budget application correctly from the prior year FER.  Amendments after April 30 require prior approval from the Special Education Finance section.

Districts must also ensure the entire current year proportionate share amount/obligation is budgeted under function code 1224 with no exceptions.  The prior year proportionate share carryover amount must also be budgeted under function code 1224 unless the district received approval to release these carryover funds.  If approval was obtained, released proportionate share carry-over funds may be budgeted under any function code other than 1224.
