Subject: Assurance Statement Procedures for FY 2013

Source: Bonnie Aaron, Director, Compliance

Intended Audience: All agencies serving children with disabilities, ages 3-21

Date: April 18, 2012

Each responsible public agency in the state that provides services to students with disabilities must submit an annual assurance to DESE regarding their compliance with the provision of those services.

Agencies that open a Part B budget fulfill this obligation when they agree to a set of Core Assurances that are part of the Electronic Planning and Electronic Grants System (ePeGS).  This is done when they submit their applications which are due by July 1, 2012.  All other agencies submit assurances directly to the Office of Special Education.  The required procedures for submitting assurances are available at and are specifically delineated for the three categories of agencies; (1) agencies that submit Part B budgets, (2) agencies that do not submit Part B budgets (Department of Mental Health, Missouri Schools for the Severely Disabled, Missouri School for the Deaf, and Missouri School for the Blind), and (3) Special School Districts, including their component districts.
