The packets for the 2012 Federal Quota Registration of Legally Blind Students were mailed to LEAs and SEAs in December 2011. The Federal Quota Registration is the census that records legally blind students who are eligible to receive materials provided by the federal Act to Promote the Education of the Blind. This program is a means whereby a per capita amount of money is designated for the purchase of educational materials for each eligible student registered through an established Federal Quota account maintained and administered by the American Printing House for the Blind (APH). It is an important funding source for the state of Missouri on behalf of our blind students.
When completing the registration form, be sure to read all instructions carefully regarding student information/data. In particular:
1. Note the distinctions in definitions regarding primary reading media for pre-readers and non-readers.
*A "pre-reader" is identified as an infant, preschooler, or older student with reading potential or a student working on or toward a readiness level.
*A "non-reader" is a student who shows no reading potential. A student with severe and profound disabilities who does not read but uses objects, pictures, or specially designed tactual communication symbols would be considered a "non-reader" for the purposes of this registration.
2. Note that the data field for "Language" refers to the primary language spoken by the student. This is not what language(s) the student understands. This is the primary language that the student actually uses when he or she speaks. Use the code "NA" (not applicable) for the student who does not speak because of age or developmental level. Use ASL for a student who uses American Sign Language as his or her expressive language.
