Quality Indicator Rating Scale (QIRS)
The Missouri First Steps IFSP Quality Indicators Rating Scale (QIRS) was developed through a collaborative process involving stakeholders from across the state as well as national experts.
Trained reviewers rate randomly selected IFSPs from SPOE regions on a scale of "1" to "5" where "3" indicates acceptable and "5" indicates best practice.
