Subject: Early Childhood Outcomes (ECO) Data Collection Reminder

The State Performance Plan, required by the U. S. Department of Education, Office of Special Education Programs (OSEP), includes an indicator that addresses early childhood outcomes (ECO). This requirement is designed to gather performance data for young children receiving services through Parts B and C of the Individuals with Disabilities Education Act (IDEA).
This message is a reminder that First Steps System Points of Entry
(SPOEs) and Local Education Agencies (LEAs) are to assess all children entering and/or exiting First Steps and Early Childhood Special Education (ECSE) programs. Information about ECO data collection and reporting, including a Q&A document, can be found at the following website: http://dese.mo.gov/divspeced/ECOtraining.html.
Data submissions for 2008-09 will be due in July. More information on the data submission process will be sent later this spring. If you have questions about the ECO assessment administration process or the data submission, you may contact the Division at martha.leader@dese.mo.gov or 573-751-2512.
