The December 19th Federal Register includes two important and long-awaited
announcements from OSERS regarding the two new pilot programs in IDEA 2004 -
the 3-year IEPs demonstration program and paperwork reduction demonstration
program. The Federal Register outlines the proposed criteria for the two
pilot programs. It is not the RFP application for the programs. Local
districts that would like to comment on the proposed criteria must submit
comments for either program by March 6 to the address identified in the
register.
Multi-year IEP Demonstration Program: OSERS is seeking comments on proposed
requirements and selection criteria for a competition in which the
Department will select up to 15 states to participate in this pilot program.
State proposals approved under this program would create opportunities for
participating LEAs to improve long-term planning through the development and
use of comprehensive multi-year IEPs. The requirements and selection
criteria proposed will be used for a single, one-time-only competition. To

Paperwork Waiver Demonstration Program: OSERS is also seeking comments on
proposed requirements and selection criteria for up to 15 states to
participate in this project. State proposals under this program would create
opportunities for participating states to reduce paperwork burdens and other
administrative duties in order to increase time for instruction and other
activities to improve educational and functional results for children with
