Subject: Missouri Part B State Performance Plan

Source: Melodie A. Friedebach, Assistant Commissioner

Intended Audience: Directors of Special Education and all individuals interested in Missouri’s special education services for children 3 through 21

Date: December 2, 2005

On December 1, the Division submitted Missouri’s State Performance Plan (SPP) for Special Education Services under Part B of Individuals with Disabilities Education Act (IDEA) to the Office of Special Education Programs (OSEP) as required by IDEA 2004.  The SPP contains performance targets and improvement activities for a six-year period (2005-2011) that were developed with stakeholder input.  The OSEP now has 120 days to approve the SPP.

State and district performance will be measured against the targets.  IDEA 2004 requires DESE to make annual public reports on the performance status of each indicator in the SPP.  These reports are required for each district and charter school in the state as well as an aggregated state report.  The Division will now begin developing these public reports for each district.  District reports will be posted on the DESE website.

Districts should become familiar with the performance targets and compare district results with those targets.  The State Part B SPP is posted on the Division’s website at http://dese.mo.gov/divspeced/PDF/PartB-SPPMissouri.pdf.
