The manual for the High Need Fund has been posted to the Funds Management webpage at: http://www.dese.mo.gov/divspeced/Finance/documents/hnfmanual.pdf. The FY 09 High Need Fund (HNF) provides reimbursement for districts serving students with disabilities whose educational costs exceed three times the district's Current Expenditure per ADA amount as calculated on the 2007-08 Annual Secretary of the Board Report (ASBR).
The manual includes the purpose and background of the fund, identifies which students may trigger reimbursement, explains the sections of the applications, shows examples of how to prorate expenditures, and contains frequently asked questions and answers. The manual also includes a Public Input Form for comments on the structure and operation of the fund. The Division is anticipating to post the application and Current Expenditure per ADA amounts in the next couple of weeks as School Finance finalizes the ASBR data. Districts will be notified via SELS when the application is available.
