Subject: Additional Information on Early
Childhood Special Education (ECSE) Expenditure Reports

Below is additional information to help districts complete their ECSE
Expenditure Reports.
1. ECSE salaries should reflect data entered by the district on Core Data
Screen 18 in the field called "Regular Term Salary." Currently, salaries for
staff members are being calculated using Regular Term Salary PLUS Career
Ladder supplements, Extra Duty Salary and Extended Contract Salary
reflecting Total Salary rather than Regular Term Salary. We have
requested a correction to this issue as soon as possible. In the meantime,
we are asking districts to reflect the actual Regular Term Salary amount
paid to these staff members on the Core Data Personnel Screen of their
expenditure report under the appropriate Fund 1 or Fund 2 column.
2. Districts may find some variances in the object codes on the ECSE
Expenditure Report Details Page as compared to their ASBR object codes due
to the ECSE Expenditure report program specifications. This is not a concern
as long as the overall expenditure totals are the same. We have posted two
additional charts on our website detailing how data entered into the various
pages in the ECSE Expenditure report will be displayed on the Expenditure
Report Details Page. This should help you determine which cell the
expenditures entered into the individual screens will appear on the
Expenditure Report Details page. One of the charts is sorted by object codes
and the other is sorted by the ECSE web pages. These charts are located at
http://dese.mo.gov/divspeced/Finance/ecseindex.html.
3. On the Core Data Personnel Detail Page some educators are appearing more
than once in the drop down box. Just ignore the duplicate names, as you will
only be able to fill out one Core Data Personnel Detail page for each
educator.
4. Please double check the December 1 child count data on the Contact page.
It should reflect your December 1, 2005, ECSE child count.
Initially, it was pulling the December 1, 2004, ECSE child count but we are
in the process of correcting that error.
5. Remember, on the Supplies screen you only have to list supplies that are
over your allocated program maintenance amount. The program maintenance
supplies are an automatic calculation and will be reflected on the Supplies
page.
6. Instructions are available by clicking on the Help document in the
Expenditure Report or more detailed instructions are available on the
website listed above.
