Subject: Changes to Special Education Placement Categories Source: Mary Corey, Special Education Data Coordination
Intended Audience: District personnel responsible for data collection and reporting

DESE has been notified that the Office of Special Education Programs (OSEP) is not going to make changes to the federal data collections for child count and placements for 2005-06. Therefore, there will be no changes due to federal requirements; however, there will be some changes due to state needs. Please refer to http://dese.mo.gov/divspeced/DataCoord/PDF/PlacmntCatgry2005-06.pdf for a complete list of changes, or go to the Data Coordination web page, click on Child Count/Census under Data Collections, then on the first link.
In summary, the census codes 0001, 0002, 1101, 1501 and 1702 indicating children with disabilities who are not receiving special education services from public schools will be removed. Three new categories will be added for parentally-placed private school children with disabilities receiving special education services from the public school, and due to the addition of these categories, these children will be excluded from the categories “Outside Regular Education x% of Time.”
Code 1401 – State Operated Programs will only be used by Missouri School for the Blind, Missouri School for the Deaf and State Schools for the Severely Handicapped, and should no longer be used by regular districts to report resident students who are attending those schools. No changes are being made to the Early Childhood Special Education placements, except for the removal of the two census codes.
