The Individuals with Disabilities Education Improvement Act 2004 (IDEA 2004) requires states to develop State Performance Plans. These plans must address the monitoring priorities and indicators established by the Office of Special Education Programs (OSEP). A copy of the priorities and indicators are available at http://www.dese.mo.gov/divspeced/PDF/PartB-SPPindicators.pdf.
The plan must include for each indicator: * An overview of the issue * Baseline data for the state * Measurable and rigorous targets for the next six years * Improvement strategies to assist the state and local districts in meeting the targets
Following the development of the plan, states must publicly report district data and report annually to OSEP on statewide performance for each of the indicators.
The Division of Special Education and the Regional Professional Development Centers are hosting a series of meetings during the month of October to obtain public input on the proposed performance targets and improvement strategies. At the meetings, Regional Professional Development Center (RPDC) special education staff will present historical data on each indicator, the proposed targets for the next six years and suggested improvement strategies. Following the presentation, participants will have the opportunity to provide feedback on the proposed targets and improvement strategies. Based on feedback from all the regional meetings, DESE will make adjustments to the plan prior to submitting it to OSEP on December 2, 2005.
