Subject: Data Collection Changes for Children
in ECSE

The Office of Special Education Programs (OSEP) has recently announced
changes to their data collection requirements for children with disabilities
in Early Childhood Special Education (ECSE). Beginning with the December 1,
2006, child count, for purposes of federal reporting, districts will need to
report the "total educational environment" of each identified child in ECSE
rather than the previously reported placement category. The "total
educational environment" includes any "regular education" that the child is
receiving, regardless of whether the regular education is required by the
child's IEP, being paid for by the LEA, or due to parent choice.
A technical assistance document and a FAQ have been developed to assist
districts in collecting and reporting this new data. All of the information
can be accessed at the following web address
http://dese.mo.gov/divspeced/DataCoord/EdEnvironments.html. Districts
are strongly advised to read the provided information as soon as possible
and take immediate steps to put procedures in place to ensure that this data
can be accurately collected and reported on Screen 11 of Core Data.
