Subject: REMINDER: 2008-09 Part B Entitlement Application is Due

As you know, the FY 09 Part B Entitlement Application was due on August 29, 2008, through the new electronic Planning and electronic Grants System (ePeGS). To be included in the October payment cycle, districts who have not submitted must get their application and payment request in as soon as possible. The Division has created a step-by-step training guide to help districts through the submission process. The guide may be accessed on the Funds Management webpage at:

Payment requests should only include the amount of funds needed for that month and previous unbilled months. The Cash Management Improvement Act (CMIA) requires that funds be spent within three business days of receipt or interest on funds must be repaid to the Federal Government.
Please note the following:
A district may not submit an FY 09 application until its 2007-08 Part B Final Expenditure Report (FER) has been submitted through the DESE Web Applications System and approved by the Division. In addition to submitting the FER, districts must have also submitted a Maintenance of Effort (MOE) worksheet via email to webreplyspefm@dese.mo.gov. A district may not submit an application until it agrees to the core assurances.
The application will ask for the Excess Cost calculation. DESE is awaiting a response from OSEP on excess cost implementation concerns.
We do not expect this response any earlier than the end of September.
Therefore, the district should leave the excess cost cells blank until further notice as indicated in the training guide. Disregard the error message that states these fields have not been completed. The district will need to amend the application at a later date with these numbers once an Excess Cost calculation has been established by the Division.
Districts will be notified by SELS when to complete this process.
Districts will access ePeGS through the DESE Web Applications System homepage at https://k12apps.dese.mo.gov/webLogin/login.aspx. The user must have a user id and password. To obtain log-in access, go https://k12apps.dese.mo.gov/webapps/securityforms.asp.
