Districts are reminded that all provisions of the IDEA became effective on July 1, 2005.  They are also reminded that the recent revisions to State Regulations did not reflect all of the changes to the IDEA.  Changes were only made in those areas (1) in which there was a direct conflict between state regulations and the federal statute and (2) in which there was a perceived benefit to districts, parents and students and where there was no anticipation that the final federal regulations would make any change to the statutory requirement.  Local Agencies are expected to be implementing all changes in the federal statute, as well as current federal and state regulatory requirements that are not in conflict with the federal statute.   For information on the major changes in the IDEA, reference the IDEA Reauthorization webstream presentation at http://dese.mo.gov/divspeced/Compliance/IDEA_ReAu2004/.
