The State Performance Plan (SPP) required by the Individuals with Disabilities Education Act (IDEA) includes an indicator that requires the reporting of performance on early childhood outcomes (ECO). The ECO Assessment in Missouri is designed to gather entry and exit performance data for infants/toddlers and young children receiving services through Parts B (ECSE) and C (First Steps) of the IDEA.
In the fall of 2009, the Missouri Department of Elementary and Secondary Education (DESE) sponsored an ECO training for Part C System Points Of Entry (SPOE) and school district ECSE participants. This presentation was recorded and can now be accessed through E-learning for Educators.

SPOE and ECSE administrators/special education directors are encouraged to use this video recording and FAQ to ensure that all of their staff responsible for administration of the ECO, as well as data collection and reporting, are adequately trained and knowledgeable of all of the requirements.
