Gives school districts the authority to adopt an emergency preparedness plan using school resources. |

Designates the Hypsibema missouriensis as the official state dinosaur. |

Makes several changes to the state foster care system and requires all pupil contact employees who are employed within a school district to complete a criminal background check before having contact with children. |
