SUBJECT:   Transportation for Homeless Students

LISTSERVE MESSAGE DATE:  September 13, 2013

The McKinney-Vento Act, a federal law, guarantees homeless children and youth an education equal to that which they would receive if not homeless.  The law ensures that children and youth experiencing homelessness can enroll in, attend, and succeed in school and preschool programs.

LEAs are required to:

LEAs, must provide students experiencing homelessness with transportation to and from their school of origin, at a parent or guardian’s request.  For unaccompanied youth, LEAs must provide transportation to and from the school of origin at the LEA homeless liaison’s request.

SCHOOL BUSES

School buses are the safest way of transporting children since buses are designed with special safety features called compartmentalization. Compartmentalization is a passive crash protection system that includes strengthened bus bodies, close spacing of the seats, padded, flexible, and higher seat backs.  LEAs may use district-owned buses or contract with a school bus company to provide transportation services. The school bus contractor must comply with all state statutes and State Board of Education regulations that govern transportation by Missouri public LEAs.

Attached to this e-mail is a memo addressing the use of vehicles that do not comply with DESE Regulations”.  Additionally, the School Transportation Administrator’s Handbook can be found on the web at:  http://dese.mo.gov/divadm/trans/documents/AdminHandbook0809.pdf
