Application Reopened for Registry of Qualified Vendors
The Department of Elementary and Secondary Education’s Office of Quality Schools has reopened the Application for the Registry of Quality Vendors (RQV) through August 2, 2013.
As remains the case from an earlier posting, this application process is designed to serve as a vehicle for the Department to conduct a review of vendor qualifications of potential contractors which may be able to assist Local Education Agencies (LEA) receiving federal ARRA-funded (1003[g]) School Improvement Grants (SIG). Vendors selected for the earlier posting of the RQV need not submit an additional application, as the current process is merely intended to supplement the existing roster, not to recreate it.
No contracts will be awarded as a direct result of this process. In fact, if an applicant individual or organization is placed on the resulting RQV, it is no guarantee of a resulting contract award, since any such process will be independently procured by the affected LEA. Likewise, not being placed on the RQV does not disqualify a vendor from receiving a SIG-funded contract from an LEA.
The RQV process merely provides a degree of applicant vetting by the Department in an attempt to better ensure the availability of quality contractors for LEAs to select for vendor services.

Waiver Notice Request for Comments - FY 2012
Missouri is requesting a waiver of the period of availability of FY 2012 funds for the 1003(g) School Improvement Grants (SIG) program. This waiver will allow the State to extend the period of availability of the FY 2012 funds for the SEA and all of its LEA’s until September 30, 2016 so that these funds may be used for three year grant awards for the FY 2012 funds awarded through the competition conducted in the 2012-2013 school year.

Waiver Notice Request for Comments - FY 2010
Missouri is requesting a waiver from the U. S. Department of Education to (1) extend the period of availability of FY 2010 School Improvement Grant (SIG) funds for the State Education agency (SEA) and all of its Local Education Agencies (LEAs) to September 30, 2014; (2) Replace its lists of Tier I, Tier II, and Tier III schools with its list of Priority schools under ESEA flexibility, waive the school eligibility requirements in Section I.A.1 of the SIG final requirements; (3) Waive the 40 percent poverty eligibility threshold in section 1114(a)(1) of the ESEA to permit LEAs to implement a schoolwide program in a Priority Title I participating school that does not meet the poverty threshold and is fully implementing one of the four school intervention models.
