Deadline Extended for Comment on State Special Education Plan
The Missouri Department of Elementary and Secondary Education's Office of Special Education has extended the deadline for comment on proposed changes to the state regulations implementing Part C (birth to three years) of the Individuals with Disabilities Education Act (IDEA) until 4:30 p.m. on Nov. 30, 2012. The proposed changes are available for review on the Department's website at dese.mo.gov/se/stateplan/index.html.
The Part C regulations govern the First Steps Early Intervention Program and also include requirements for transition from Part C (First Steps) to Part B (Early Childhood Special Education), including Local Educational Agency (LEA) notification, timelines for the conference with the LEA and required actions for late referrals to First Steps.
Written public comments on the proposed changes in Part C state regulations may be submitted through the following methods until the Nov. 30 deadline:

Two public hearings regarding the proposed changes were held via webinar in October. Public hearing #1 was held Oct. 10 (dese.mo.gov/webinar/Webinar10-10-12-SE.htm) and public hearing #2 was held Oct. 16 (dese.mo.gov/webinar/Webinar10-16-12-SE.htm).
