Arbitration Panel is Named to Review Independence
And Kansas City School Districts Boundary Case
The State Board of Education today appointed a three-member board of arbitration to resolve issues resulting from a change in boundaries between the Independence and Kansas City school districts.
Under state law (Section 162.041), the board of arbitration is authorized to resolve disagreements over the apportionment of property and debts when a boundary between school districts is changed. Last November, voters in the Independence and Kansas City districts approved a boundary shift which will move seven school buildings from the Kansas City School District to the Independence School District.
The persons named to serve on the board of arbitration are:
- Dan Colgan, St. Joseph, chairman. Dr. Colgan is the former superintendent (retired) of the St. Joseph School District.
- Randy Bryson, Columbia. Mr. Bryson is a professional property appraiser and a former school board member.
- Mick Willis, St. Charles. Mr. Willis is the assistant superintendent for business in the St. Charles School District.
The board of arbitration will establish and announce a schedule for its meetings in the near future. State education officials are hopeful that the panel will be able to settle the outstanding issues quickly so that the two school districts will be able to proceed with planning for the next school year.
