Tiered Monitoring Process

The Department's Division of Learning Services is transitioning to a more efficient system for monitoring compliance with state and federal educational program requirements.

A description of the tiered monitoring process, the three-year cohort model and the timeline for implementation are contained in an Administrative Memo dated Sept. 23, 2011.

Cohort Groups

Each school district has been assigned to one of three cohort groups, which will begin to be phased in during the 2011-12 school year.


The tiered monitoring process has four components:  desk audit, desk-monitoring, on-site monitoring and telephone monitoring.  Implementation of these components will be phased in over the next five years.

In the first year, 2011-12, all school districts will receive a desk audit by the Department to review plans, applications, and reported data.  In addition, the cohort 1 districts will complete the "desk monitoring" process, a self-monitoring report.
