Call to Order

The meeting was called to order at 8:37 a.m. by chairman Hap Hairston. 

Adoption of Agenda

A motion was made by Imogene Clark to adopt the agenda with flexibility; motion was seconded by Paula Shields.  All in favor signified by ayes.  None were opposed.

Report on Conference Call

Hap Hairston talked about the conference call with the Commissioner.  The call was on

February 21, 2007, and those included were Rusty Rosenkoetter, Patrick Quick, Hap Hairston, Mike Lucas, and Commissioner King.  The group brought the Commissioner up to date on committee work and talked about legislative bills that affect the organization.

Approval of December 5, 2006 Minutes 

On the second page, two paragraphs above presentation by MSCA, the last line, we will need to change “Title II and II” to Title I and II.

Mike Lucas stated that on the last page, third paragraph, the sentence “the first survey would be taken at the Beginning Teacher Workshop, and then a second one taken at the end of the year,” should be “the first survey would be piloted this year and then one taken annually after this year.”

Paula Shields made note that she is not the chairman of the Higher Education Committee, Al Cade is.

A motion to approve the corrected minutes was made by Donna Collins; motion was seconded by Paula Shields.  All in favor signified by ayes.  None were opposed.

Public/Guest Welcome and Introductions

Patrick Quick welcomed all guests and asked for introductions.

Request to address the board by Missouri Association of School Psychologists

     An addition to Exhibit 5 (request to address MACCE by Missouri Association of School Psychologists) is a request by the Missouri School Counselors Association.

     This request is a follow up from the February meeting and is a request that the National Assn. of School Psychologists’ and/or the National School Counselors Associations’ standards be approved in lieu of the National Board for Professional Teaching Standards (NBPTS) exempt status in Career Continuous Certification.

     After much discussion on the reasons that the NBPTS is the only agency currently recognized in Missouri, it was agreed that a rubric or evaluation tool setting criteria for national standards would be useful.

     Anna Marie Kulback made a motion that we accept recommendation to go to State Board for continuing certification for counselors; Paula Sheilds seconded.  Russell Smithson moved to amend the motion to say: Rusty should assemble a committee to set up criteria for evaluating nationally certified groups that want recognition in Missouri.  For the purpose of MASP and NCSC she will compare them to NBPTS to see if they require the same standards.   Anna Marie Kulback accepted the amendment to her motion; Paula Shields seconded.

Voted for: 18, Against: 0, Abstentions: 2

     Andrea Flinders made a motion that we table motion until next meeting and form subcommittee to set criteria for future groups; Julia Todd seconded.

Voted for: 4, Against: 14, Abstentions: 2

Rusty will return to MACCE the criteria that are decided on for the purpose of evaluating future groups.

Executive Secretary Reports

     Rusty pointed out Item 6 in the handout.  Tammy Condren was selected as a nationally recognized principal, and was extended congratulations from the council.

     An amendment to discontinue post Secondary Career Education teacher’s licensing was discussed.  Qualifications and requirements for certification are the same at the college level as for all of their other teachers.  A question was asked what credential individuals would hold?

They would not hold a credential from the State.  College level instructors would have met the same qualifications requirements that are required for all college level instructors.  Robert Williams said college requirements are more rigorous than what DESE requires and no one else is certified at college level by DESE.

     Donna Gardner made a motion that we recommend to the State Board that post-secondary career certification be removed; Robert Williams seconded.

Voted for: 20, Against: None

     The mid year budget report was discussed.  It reflects the first half of MACCE’s budget.  Rusty stated that MACCE’s budget is on track so far. The funding for next year and some of the costs involved were also discussed.

     Discussion was held on Senate Bill 136 which involves the redesign of MACCE.  This bill concerns the adding of two members at the discretion of the Commissioner.  There is also a Senate Bill 111 that has the same basic wording.

Donna Collins made a motion to oppose Senate Bill 136 and other bills that are dismantling MACCE; Andrea Flinders seconded.

Voted for: 11, Against: 8

     Russell Smithson would like it noted what the vote was.  Hap Hairston stated that he will develop information and send to both House and Senate Committees. 

     Rusty talked about House Bill 620 that purports to require mentoring for all educators. Each district should have a mentoring program and there should be comprehensive statewide mentoring program.  It also talks about authorizing ABCTE as a licensing avenue.

     Donna Collins made a motion that we renew our opposition to ABCTE and that the committee send letters to members of House, who are sponsoring legislation, to keep ABCTE out of legislation; Anna Marie Kulback seconded.

Vote: voted with vocal ayes.  No opposition.

     Question was raised about whether or not MACCE was in opposition to Senate Bill 236.

It was stated that MACCE would like Senate Bill 236 to add teaching standards since MACCE has gone on record recommending it.  It was suggested that MACCE contact the sponsoring senator for SB 236 and let him know they will support his bill and ask for the necessary teaching standards to be added.

     Other bills Rusty talked about were:

House Bill 203 adds additional $500.00 to career ladder.  The price tag is 8 million dollars and Rusty has no idea where that money would come from.  There was discussion with Rosalyn Wieberg on the money situation for career ladder.

     House Bill 214 by Representative Cunningham is called Teacher Choice Compensation Package.  The proposed bill creates a teacher choice compensation fund from gambling revenues which would be given to teachers who meet certain achievement standards.

     House Bill 417, the Competitive Advantage Act, allows a person with a relevant bachelor’s degree or higher degree and passing score on a designated exit exam to become certified in math, engineering, technology or science.  The bill also changes professional development standards for people who become certified in this way.  Hap Hairston stated that the hearing for this bill is tomorrow at 2 p.m.

Donna Collins made a motion that MACCE go on record for support of current certification standards, and that any changes go through MACCE before being legislated; Paula Shields seconded.

Vote: voted with vocal ayes.  No opposition.

     Donna Gardner asked if we could have some representation at the hearing.  Rusty stated that she will send a note to the Deputy Commissioner who attends meetings.  

College of Arts and Sciences representative Dr Tucker sent a gracious resignation for MACCE.  She will not be able to participate in future meetings.

Rusty gave additional statistics for NCLB.  She included a handout with information she was able to find and reviewed the information. 

PD reporting for public and non-public schools was discussed.  Rusty stated that next year DESE will have three years of data and will run the report.  Districts for the teachers that haven’t been doing PD will get letters with a time period for the teachers to do the required hours.

Rosalyn Wieberg gave a report on a new scholarship program.  There will be a total of 25 scholarships for teachers who agree to teach in low performing schools.  The governor agreed to pay for 25% of the proposed new scholarships.  They will go into effect next year if everything is approved.

A question was raised about Bob Steffas replacement.  Rusty said replacement is Dennis F. Dahman and stated he will attend next meeting.

A question was raised about how data for 1st and 2nd year teachers will be used for colleges.  Discussion was had on pilot and when it will come out and if colleges would get data back.  Rusty said she would check with Mike and get information to people who requested it.

Subcommittee Work

Hap stated that he needed written reports from all sub-committees for presentation to the State Board on March 22, 2007.  Committees need to get reports to Hap as soon as possible.   

Report from the Redesign Subcommittee

Tim Erma gave report on this committee’s work.

In order to best accomplish this task we are focusing on redesigning the role of teachers or more correctly, looking at “how a teacher’s job might look” given unlimited resources.

     The committee discussed what teachers need to know to be able to do their jobs.  Things listed were classroom management, data analysis and applications, decision making skills, time management/organizational skills, ability to diversify for individual students, character education, and relationships.

     The committee lists the design for beginning teacher environment for success as class lists, schedule, extra duties, and not overloading the instructors with the worst or the best classes.

     The committee’s overall dreams are a state district, a state curriculum, a state salary scale, national norms, and professional standards using some form of accredited national test.

 

Report from the Retention, Recruitment, & Equity Subcommittee

Donna Collins gave report on this committee’s work.

The committee discussed money.  The committee believes this should not be a factor in determining the programs that need to be in place.  Some areas they think should be looked into are tuition reimbursement, housing allowances, bonuses, and salaries.

     They also discussed the need for growing or tapping the most promising students to encourage them to consider teaching.  The committee would like to see schools track and support students in high school Future Educators of America and Future Teachers of America chapters. They also think it would be good to encourage instructional paraprofessionals to get certification.

     The committee discussed extended contracts for training programs that are research based.

They think it would be beneficial to keep data on why teachers leave using an outside firm such as NOBSCOT.  Building administration needs strengthening so they are tied to research based standards.

     The group discussed the funding for student support systems to address homelessness, transit, housing and early childhood. They also discussed the importance of keeping kids in same school throughout their elementary years.  One way to do this is to expand the teacher-in-residence program currently operating in Kansas City through the Kauffman foundation.

Report from Higher Education Subcommittee

Al Cade gave report on this committee’s work.

The committee talked about mentoring for beginning teachers, the relationship to higher education and continuing that relationship.  The committee would support work with regional professional development services to hold workshops for beginning teachers.

     The committee also discussed student teaching experience.  They talked about a survey to see how many colleges are offering a full semester of student teaching.  The committee would like to look at ramifications to extending that to a full year. 

     The committee discussed the issue of requiring classroom teachers to evaluate student teaching and talked about offering certificates for teachers who complete a possible training program to help with the evaluating process.

     The committee would like to do a survey and get an idea as to what different institutions are doing with beginning teacher information across the state and come back with recommendations at a later meeting.

The next meeting will be held April 29-30, 2007, at the Truman Hotel (Ramada Inn) in Jefferson City.
