Call to Order

The meeting was called to order by Julia Hampton.

 

Adoption of Agenda

Melissa Jones made a motion to accept the agenda with flexibility. Julia Todd seconded the motion.  Vote: 17 for, 0 against, 0 abstentions.

 

Approval of February 24-25, 2005 Minutes

Diane Peterson made the motion to approve the February minutes and Donna Gardner seconded the motion. Vote: 17 for, 0 against, 0 abstentions.

 

Public/Guest Welcome and Introductions

 Patrick Quick welcomed the guests and asked that they introduce themselves and state the organization they represent. 

 

February 23 Conference Call With the Commissioner

Julia Hampton stated that the discussion with the Commissioner was very brief.  Their discussions included the ABCTE, mentoring and closing the achievement gap.  Dr. King was assured that a recommendation on the ABCTE would be forwarded to him soon.  Dr. King asked if the council has researched the Teach for America program; he suggested that might be something for the subcommittees to review in the future.  Dr. King apologized for not including Gwendolyn Turner in the work with closing the achievement gap.

 

Report on March State Board Meeting

Julia Todd attended the meeting.  She informed the board that they were looking into ABCTE.  She gave the board members the seven concerns so that they would have that information to review. 

 

Report on MACTE April  state Board meeting.

 Dr. Deb Carr made the report, talking about the MACTE initiatives that had been worked on recently. These included demographics of teachers, looking at how to recruit diverse candidates, Educational Leadership report from Arthur Lavene, (outlines how leaders are prepared), and she discussed the alternative routes to certification.  Jay Scrivner has been preparing reports and statistics on math and science teacher’s alternative certifications.   She mentioned a Kauffman report on Kansas City teacher preparation.  MACTE would like to go back to college campuses to have their meetings in order to redirect their membership fees back to research.

Executive Secretary Reports

Rusty announced the retiring members:  Julia Hampton, Diane Peterson and Larry Kiesker.

 

Concept Approval for Student Services

Rusty stated that the Department has begun the review process of the student services classifications to align them to the two-tier classification system- Initial and Career.  The initial professional development for all of the licensure categories would be 40 contact hours; all have some type of evaluation tool with the organization/association; and they all agreed to 20 contact hours of continuous professional development.  Rusty outlined the major changes that would be involved in converting the various student services areas to the two-tier system. Career Education Counselors and Career Education Evaluators have asked to be combined as they are duplicative and just have different titles. The School Psychological Examiner certificate will be sunset (no longer exist) after 10 years; these requirements would be added to the School Counselor or School Psychologist certificate. Rusty explained the change/alignment of the School Counselor.  Linda Gray-Smith made a motion to accept the changes proposed.  Motion seconded by Julia Todd.  Vote: 17 for, 0 against, 1 abstention.

 

MACCE Request for Grant

Rusty stated that she has submitted the request for the professional development grant to fund MACCE for the 2005-2006 year.

 

Southwest Report

Rusty asked throughout the department for the Southwest Report.  No one at DESE currently receives this report.

 

Competency Review Schedule

The competencies that we would be contracting for the coming year would be health, PE, foreign language, music, and ESOL.  They did tentative schedules for the next two years hoping to get competencies on a 6-year cycle.  Donna Gardner made a motion for Rusty to develop a 7-year cycle and proceed with the rule change process if necessary.  This would allow Rusty the flexibility to change the review schedule as needed.  Motion seconded by Melissa Jones.  Vote: 18 for, 0 against, 0 abstentions.

 

Schedule for 2005-2006 MACCE schedule

Rusty asked if the council would like to have four or five meetings for the upcoming year. They decided on having four meetings. Dr. Brown suggested the council could possibly look at leadership and administrative issues (i.e. special education) in schools; as well as the competency reviews and possibly closing the achievement gap. 

 

The meeting dates were set for:

February 12-13, 2006; incase of inclement weather February 26-27, 2006

April 23-24, 2006

Competency Reviews

Mike Walker gave an update of the competency reviews for early childhood special education, middle-school and high-school social studies and special reading. 

Mike informed the council of the number of drafts mailed and the number of responses for each draft of the competency revisions.

 

He stated a common response received for the social studies strands questioned the similarity between the middle-school and high-school areas.  He stated the reason for the similarity.  Strand 3 is the only strand that shows a difference in the middle-school and high-school social studies based on MAP.  The responses indicated that individuals in the field felt there should be a bigger difference in the pedagogy for the grade levels.  Draft one and draft two were well received with very little comment for changes.  Gale Hairston made a motion to accept the competency revisions for Middle School and Secondary social studies.  Russell Smithson seconded the motion.  Vote: 18 for, 0 against, 0 abstentions.

 

Mike stated the only debate from the 1997 standards was the strand that identified 10 strategies for reading instruction.  The new draft followed the International Reading Association (IRA) standards with the list of 10 organizing strategies, which now appear at the end of the matrix.  Of the 10 organizing strategies, the only one that had any discussion was Reading Recovery.  The reviewer who asked the question if Reading Recovery should be on the list said that it was a very expensive training and that it was provided by the districts, not by the colleges.  The other reviewers stated that the standard talks about knowledge of or competency in, the individual only needs to have an idea of Reading Recovery, not necessarily trained as a Reading Recovery teacher.  Donna Gardner asked for a change in wording to item #6 adding “Strategies of Reading and Writing Instruction including but not limited to,” before the list of strategies.   Russell Smithson made a motion to accept the competency revisions for Special Reading.  Motion seconded by Della Bell.  Vote: 18 for, 0 against, 0 abstentions.

 

Mike stated that in the previous year many changes were made to the common core of special education. Since early childhood special education is in the common core, the common core was sent out again along with early childhood special education competencies.  Most of the responses regarded changing the common core; however since this was done in the previous year none of those suggestions were noted in the drafts.   Paula Shields made a motion to accept the competency revision for early childhood special education.  Motion seconded by Donna Gardner. Vote: 18 for, 0 against, 0 abstentions.  The council entertained a brief discussion on the training of special education teachers. Based on feedback received from students there will need to be changes made to courses and training on special education.

 

 

 

 

Per request of the council, Mike revised all areas of science to include the general first aid addition which was discussed at the February meeting—reference those minutes for the exact wording.

Gale Hairston made a motion to accept those revisions.   Motion was seconded by Jane Sestrich.  Vote: 18 for, 0 against, 0 abstentions.

 

Sub-Committee Reports

Anna Marie Kulback gave the ABCTE subcommittee report.

 

Rusty asked if the group found anything positive regarding the ABCTE test.  Anna stated that the test is a very rigorous exam and could possibly replace the Praxis.  Melissa Jones stated that there are no gems.  There was brief discussion regarding the validity of the testing level.  Council decided that their charge was not to find a gem in ABCTE. It was the postion of MACCE to not recommend ABCTE to the commissioner.  Donna Gardner made a motion to forward the recommendation, with modifications as a final draft, of the sub-committee report to the commissioner from the entire council.  Melissa Jones seconded the motion.

Vote: 17 for, 0 against, 0 abstentions.

 

Gale Hairston gave the report/presentation on the Mentoring subcommittee report.  Russell Smithson made a motion to forward the recommendation of the subcommittee to the commissioner as the recommendation of the council.  Della Bell seconded the motion. Vote: 18 for, 0 against, 0 abstentions.

 

Gale Hairston will present the mentoring and James Murray will present the ABCTE report at the May 19th State Board Meeting.

 

Other Business

Russell mentioned changes and additions to the list-serv.
