We are finding that some districts continue to use only the instructional minutes listed for a specific building's core data report to determine the percentage of time spent in the regular education environment.  IDEA defines "regular education environment" as including all academic instruction as well as meals, recess, assemblies, field trips, etc.  Districts should use the entire amount of minutes available to students in a particular building including breakfast, lunch, passing time, etc. for this calculation.  It is very important to use the correct amount of minutes to determine percentage of placement in the general education environment to ensure that accurate data is collected about placements of students with disabilities in Missouri.  This data directly impacts the District and State Performance Plan Indicators 5a (percentage of children with IEP's removed from regular class <21% of the day) and 5b (percentage of children with IEPs removed from regular class >60% of the day).
