Subject: Proposed Change to State Plan for Part C: Transition Meeting Timeline

In June 2011, the Office of Special Education, Department of Elementary and Secondary Education, in response to a directive from the U.S. Department of Education's Office of Special Education Programs (OSEP), assured that the policy in the State Plan for Part C regarding the timeline for holding the transition meeting to discuss transition from Part C to Part B services would be revised as follows:
"At (least) APPROXIMATELY six months, BUT NOT LESS THAN 90 DAYS, and at the discretion of all parties, not more than nine months prior to the child's third birth date, the Part C Service Coordinator will convene an IFSP meeting to discuss the transition steps with the parents and other IFSP team members in order to develop a transition plan." See page 12 of the proposed State Plan for Part C.

The Department has assured OSEP this change will be effective immediately. The Department has initiated the process to change the Missouri State Plan for Special Education, Regulations Implementing Part C of IDEA.
The proposed change is available for inspection from August 29, 2011, to October 28, 2011 in the Office of the Assistant Commissioner, Office of Special Education, Missouri Department of Elementary and Secondary Education, 205 Jefferson Street, Jefferson City, MO 65102 during regular office hours and is also available on the Office of Special Education's website at: http://dese.mo.gov/divspeced/stateplan/index.html. Public comment can be submitted to specialeducation@dese.mo.gov from September 6, 2011, to October 6, 2011. No public hearings will be held regarding this change.
