Subject: Fiscal Changes to Federal Grants for FY12

The Division of Financial and Administrative Services has made several fiscal changes related to federal grants for the 2011-2012 school year. See the Administrative Memo posted at: http://dese.mo.gov/am/fas/index.html for details on these overall changes. For changes related specifically to special education, see below.
FY12 Accounting Code Changes:
All Special Education Function Codes have been replaced with four new codes in the Accounting Manual. The new codes are:
1220 - Special Education and Related Services (not for posting)
1221 - Special Education and Related Services
1223 - Coordinated Early Intervening Services (CEIS)
1224 - Proportionate Share
The Special Education Revenue codes have been replaced with three new codes in the Accounting Manual. The new codes are:
5441 - IDEA Entitlement Funds
5437 - IDEA Grant Funds (non-Entitlement Funds)
5438 - Non-IDEA Special Education Grants
FY12 Budget and FER Process:
The Budget and FER grid in ePeGS will be condensed to six function codes. They are:
1221 - Special Education and Related Services
1223 - Coordinated Early Intervening Services (CEIS)
1224 - Proportionate Share
2200 - Professional Development
2500 - Transportation and Maintenance
4000 - Facilities Acquisition and Construction
