We have attempted with this website to gather, in one place, various resources on three-tiered models of school improvement. This site focuses on the general category of Response to Intervention (RtI), and includes information on three-tiered models such as Positive Behavior Supports (PBS), Professional Learning Communities (PLC) and Reading First. Each of these can be instrumental in improving student achievement.  Missouri implementation sites are also listed.

What is it?

RtI is a tiered model of providing intervention services to students that is systematic and data-driven.  The level or intensity of the intervention is based upon the specific academic or behavioral needs of the student.  Student progress is monitored during all points in the system in order to provide information on the response of the student to the intervention implemented.  If a disability is suspected, data gathered during the progressively more intensive intervention process can be used as a part of the evaluation information required to qualify a student with a Specific Learning Disability (SLD).  For other disabilities, the information is an excellent source of additional data to clarify a student’s specific learning needs.

The Missouri Department of Elementary and Secondary Education Division of Special Education has worked with pioneering districts to provide funds to support the implementation of RtI academic practices:

St. Louis Area Consortium including
Kirkwood, Mehlville, Webster Groves, in conjunction with Special School District-3 year grant (2005-2008)

Carthage
-2 year grant (2006-2008)

The DESE has worked in conjunction with the MU Center for Positive Behavior Support to acknowledge exemplary schools/districts with long-term successful PBS implementation or RtI behavioral approaches.  These buildings/districts include:

2007 SW-PBS Award Winners

In addition, in June 2007, the Missouri Department of Elementary and Secondary Education recognized 35 individual school buildings, some of which were trained through Regional Professional Development Centers by School-Wide Positive Behavior Support Consultants, funded by the Division of Special Education, and some of which were trained by Special School District personnel.  These buildings applied and met specific criteria established by the DESE, qualifying at gold, silver, and bronze levels.
