As you know, the Individuals with Disabilities Education Act (IDEA) allows districts to use up to 15 percent of IDEA Part B funds to provide Coordinated Early Intervening Services (CEIS) to students who have NOT been identified as needing special education and related services, but who need additional academic and behavioral support to succeed in a general education environment.

The U. S. Department of Education, Office of Special Education Programs (OSEP), has provided a guidance document on CEIS.  We encourage districts to read it, as there are many requirements that must be complied with for the use of these funds and many scenarios that you must be familiar with to ensure your use of these monies is permitted.
