The Division of Special Education has received calls recently regarding receipt of "bubble sheets" for early childhood special education exit assessments.  This message is to clarify districts' responsibilities for Early Childhood Assessments.

For several years, Early Childhood Special Education (ECSE) programs were required to administer the School Entry Profile, a Preschool Assessment Project observational assessment used with children who were age eligible for kindergarten the following fall.  Beginning in October 2006, ECSE programs were also asked to administer the Early Childhood Outcomes (ECO) data collection via the Missouri Outcomes Summary Sheet (MOSS).  The MOSS was to be completed for a child when he/she entered ECSE and again when he/she exited ECSE. 

Due to the overlap of these two assessments as a child exits ECSE, the Division made a decision that beginning in the 2007-2008 school year, ECSE programs would no longer be required to complete the School Entry Profile: Preschool Assessment Project forms (informally known as the "bubble sheet forms").  Early childhood students with disabilities who are included in Missouri Preschool Project (MPP) or Title One preschools are still given the observational assessment as part of those programs.

As of the 2007-08 school year, Early Childhood Special Education students are only given the entry and exit assessments required for ECO.

That data must be submitted to DESE at the end of each school year.  A SELS message was sent from Mary Corey on April 7 regarding submission of the ECO data for the 2007-08 school year.  For more information regarding ECO/MOSS see the following website:  http://dese.mo.gov/divspeced/ECOtraining.html.
