Verification of Excess Cost
The district/LEA must spend the same amount of local and state funds on special education students as it does on regular education students before accessing federal funds. Districts who do not meet Excess Cost requirements are not eligible to receive a Part B award the following year. DESE will compute the Excess Cost Calculation for districts each year. At this time, Districts/LEAs should not enter any information on the Verification of Excess Cost Requirement on the Part B Application Supporting Data page. Leave those cells at zero (0). You will still receive a warning but this will not prevent the LEA from submitting the Budget.
