Subject: Data/Reporting of Home Schooled Students on Core Data Screen 15

We have discovered that some districts have reported home school students using surveys, estimates, anecdotal evidence, and/or child count trends as a source of home school child count data.  This does not meet DESE requirements.  The proper data source is the Declaration of Home School Enrollment prepared by a parent or guardian.

Districts should review the FY 2007 home school data to ensure the data is reported correctly on Core Data Screen 15.  In addition, districts should review FY 2004, FY 2005, and FY 2006 home school data for accuracy using the guidelines indicated in Section 167.042, RSMo.

Points to remember:

1. Report only home schooled students who have not received a diploma, whose parents or guardian have FILED A DECLARATION OF HOME SCHOOL ENROLLMENT indicating they are being home schooled, and who do not attend a public, private, or parochial school.

2. No state approved form exists for the purpose of providing this declaration.  This declaration may be a signed letter from the parent/guardian stating their intent for the child to attend a home school within thirty days after the establishment of the home school and by September first annually, thereafter.  The following information should be provided in the parent/guardian declaration:

a. The name and age of each child attending the home school, b. The address and telephone number of the home school, c. The name of each person teaching in the home school, and d. Name, address, AND signature of the person making the declaration of enrollment.

3. The home school declaration serves at a minimum, two purposes:

a. The declaration is used in the child count to calculate total population to determine Part B federal funding and b. Reporting a child who is not in attendance at a public school in this manner minimizes unnecessary investigation due to reports of truancy.
